General Considerations:
All CSA
players are eligible to be selected for all-stars.
Players
that are playing in CSA and travel ball simultaneously are
eligible for all-stars if they have terminated their travel
ball participation by the ASA specified date.
Advanced
placement players are eligible to play all-stars in the
advanced placement division, or drop back down and play
all-stars in the age-appropriate division. These players may
attend the skills evaluation for both divisions. |

Players may
attend the skills evaluation of another division if no make up
skills evaluation is offered by the league.
All selected
all-star players must sign a letter of commitment when selected for
the all-star team.
SKILLS
EVALUATION:
Attending the
skills evaluation is considered MANDATORY for a player to be
selected for the all-star team for that division.
Exception:
If a player is
unable to attend or misses the skills evaluation, the Board must be
notified IN WRITING prior to or within 24 hours immediately
following the skills evaluation in question. This letter should
specifically state, in adequate detail, the reason that the player
was unable to attend the skills evaluation.
The Board will
then use its best judgment to determine if the player that missed
the skills evaluation should be eligible for all-star consideration.
If the Board
votes to make the player in question eligible for selection, then
this player is then considered eligible to be selected as one of the
3 manager’s picks, if the all-star manager for that division so
chooses.
Number of
all-star teams for each division:
It is always the
desire of the CSA Board to have more than one all-star team for each
division.
The number of
all-star teams will be determined by the CSA Board. This will be
dependent on several factors:
o
Strength
of pitching in the specific division.
o
The number
of players who attend the evaluation.
o
Availability of sufficient qualified coaching applications.
o
Other
miscellaneous subjective and objective factors.
All-Star Manager
Selection Process
All-star manager
and coach selections will take place prior to May 1.
All-star managers
will be selected by the CSA board from a list of candidates that
have submitted completed all-star manager applications.
All-star manager
and coach applications will be collected from April 1st-25th.
Panel and skills
evaluator commitments will also be accepted from April 1st-25th.
All-Star Player
Selection Process
Nine (9) all-star
players will be selected for each division by a combination of an
all-star selection panel (50%) and a formal skills evaluation (50%).
Selection panel
members will consist of ONE representative from each team (when
possible). This can either be a manager or actively involved
coach. No more than one representative from each team is
permitted. Board members may be on the panel if they are familiar
with that division and do not have a connection to a specific team
as a coach, spouse, etc.
Skills evaluators
will be 8U, 10U, 12U, 14U, 16U and 18U managers and coaches, as well
as board members associated with a different division than the one
being evaluated. This will allow for a more unbiased evaluation.
Ideally, the
Panel for one division will be the Skills Evaluation team for
another division.
Skills
Evaluations and All-Star Panel Logistics
Skills
evaluations and panel meetings can be completed in two sessions, on
two separate weeknights/weekends or one weekend day.
The option of a
make-up skills evaluation is at the discretion of the CSA Board.
All Star panel
selections (50%)
-
Panel
will consist of a minimum of five (5) and a maximum equal to the
number of teams in that division.
-
Each
member must be a manager, coach or board member.
-
The
Board will accept applications for Panel/Skills evaluators in
advance of the process and will select the Panel/Skills
evaluation teams for each division.
-
If the
panel does not include a board member, then a board member will
still be present to oversee the process.
-
Any
member of the all-star panel CANNOT also be an all-star
evaluator for that same division.
Panel Selection
Process
1.
The
all-star panel, as a group, will nominate players from each team
that deserve all-star consideration. Any player nominated by any
panelist will be placed on the consideration list.
2.
After any
needed discussion, each panelist will select 15 players from that
list that they feel should be on the all-star team. Panelists may
select their own daughters.
3.
All-star
team selection criteria by the panel will be as follows:
a.
Any player
selected by all seven (if the panel consists of seven) panelists is
a unanimous selection and automatically gets placed on the final
all-star list.
b.
The
remaining spots will be determined based on the number of panelists
that selected that player. For example, players selected by six (6)
panelists would be added next. Players selected by five (5)
panelists would be selected next, etc.
c.
This
process will continue until 15 players have been selected.
d.
Toward the
end of the process the following procedure will be followed if
necessary: If six girls each received 4 panelist votes, but there
are only two all-star slots remaining, the panelists will each
re-vote and pick 2 girls from the six in question. The two girls
getting the most panelist votes will be added to the team.
4.
When the
15 player all-star team has been selected, each panelist will then
individually rank those players from 1-15 with the most deserving
player being ranked #1 and the least deserving player ranked #15. A
panelist’s rating of their own daughter will be tossed out.
5.
These
rankings will be collected by the facilitating board member and
tabulated in private so that all star results may be kept
confidential.
NOTE: If a second
team is to be selected for that division the panel will then go
through the process again for the remaining players on the original
consideration list. Players will then be ranked #16-27 for the
second team with players #13-15 automatically assuming the #1-3
slots on the second team.
Formal skills
evaluation (50%)
o
ATTENDING
THE SKILLS EVALUATION IS MANDATORY. See details in the General
Considerations section.
o
The panel
members (consisting of managers, coaches and/or board members) from
the division above will evaluate all girls that attend an open
skills evaluation for the purpose of all-star selection.
o
Since
evaluators are from a different division, there should be no
evaluator assessing their own child. If this should occur, then the
evaluator’s score of their own child will be dropped.
o
Each
evaluator will complete a Skills Evaluation Form which will be
submitted immediately after the evaluation.
All players will
then be ranked #1-40 based on their skills evaluation scores.
The Skills
Evaluation Form and Skills Criteria provided by CSA will be used by
each evaluator.

Based on her
average score of 81 from the skills evaluation Jane Doe would be
ranked from #1 (most deserving) through #40 (least deserving)
against all other players being evaluated.
Combining the
Panel Selections and Skills Evaluation Rankings
The rankings from
the panel selections and skills evaluations will then be equally
weighted to come up with the 9 all-stars for that division. In the
event of a tie for the #9 ranked position then the player with the
highest skills average score will be selected as the tiebreaker.
If a player is
selected by the panel for the all-star team in the #1-15 position,
but does not attend the skills evaluation then the all-star manager
has the option of selecting this player with his or her manager’s
selection, provided the criteria under General Considerations
(discussed previously) have been met.

The tie for the
#9 spot would be broken based on the highest skills average score.
Selections by the
All-Star Manager
The remaining
three (3) all-star players for each division will be selected by
that respective all-star manager.
The following
selection criteria apply:
o
The three
players selected can come from any players rated in the panel
selection and skills evaluation process.
o
Players
that do not attend the skills evaluation may be selected by the
all-star manager provided the criteria under General Considerations
(discussed previously) have been met.
If a manager
selected player chooses not to be on the team, then the manager is
entitled to select another player.
