TUSTIN ALL-STAR ROMP TOURNAMENT

JUNE 11-12, 2005

2005 Tournament Information and General Rules

1.           All teams must check-in at the registration table one hour prior to their first pool game. Proof of insurance and player eligibility/identification required.

2.           No Travel Ball Teams/Players or CIF Players are allowed at this tournament.

3.           Each team is to supply their own insurance and agrees to hold harmless any and all individuals, organizations, and governmental bodies for any injury that may occur due to their participation in our tournament.

4.            Individual trophies will be awarded to the First and Second place teams in each division.

5.            A coin toss prior to the game will determine the home team.  Home team will keep the official score.

6.            No infield practice will be allowed between games - use grass areas surrounding the fields.

7.            All 8U, 10U, 12U and 14U pool play games will have a 1 hour 30 minute drop-dead time limit.  No new inning shall start after 1 hr. 20 min.    All games will conclude at the end of the 7th inning, regardless of time.  In elimination games, no new inning shall start after 1 hr. 20 min. No drop-dead time limit. International tie-breaker rule will be in effect for all divisions in single elimination and championship games only.  Ties stand in pool play. Championship game will be 7 innings – no time limit (except 8U: 6 innings). Mercy rule will be in effect.

8.           Drop Dead Rule: 

a)   If the visiting team is up to bat at the time game is called, the score shall revert back to the last completed inning.

b)   If the home team is up at the time game is called and they are losing the game, the score shall revert to the last completed inning.

c)    If the home team is up to bat at the time game is called and the home team has tied up the game IN THAT HALF INNING, the score shall stand and will NOT revert back.

d)    If the home team is up to bat at the time game is called and the visiting team has tied up the game IN THE PREVIOUS HALF INNING, the score will revert back to the last completed inning.

e)    If the home team is up to bat and is leading, the score shall stand and will NOT revert back.

9.           The mercy rule takes effect after 4 complete innings, if a team is ahead by 10 runs or more, or if a team is ahead by 8 runs after 5 complete innings.  The game will be terminated and the team that is ahead will be declared the winner.

10.        Game time is forfeit time.  (No exceptions).

11.        Any coach, manager, player, or team follower ejected from a game shall remain ejected from the game.  A second ejection of any person associated with that team, regardless of offender or offense, will result in team removal for the remainder of the tournament.

12.         No protests will be allowed.

13.         2004 Official Fastpitch ASA Guide Playing Rules as adopted by the Amateur Softball Association of America (published by ASA/USA Softball) will be used in the Tustin All Star Romp Tournament.  Modifications are below:

a)   Designated player (DP) and FLEX may be used.

b)   In case of injury and all substitutes have played, a player otherwise ineligible may re-enter the game one time.

c)    No dropped third strike in 8U and 10U.  There will be a closed home plate in 8U and 10U.

d)   No team may score more than 6 runs per inning in the 8U and 10U divisions.

e)   Infield Fly rule will not be in effect in 8U and 10U.

 f)    Each team bats nine players.  Substitution and re-entry per ASA regulations.

14.         Tie breaker for pool standings is as follows:

a)   Win - loss record based on points accumulated.  2 points for win,  1 point for tie,  0 pts. for loss, -1 pts. for forfeit.

b)    Head to Head.

c)    Least runs allowed.

d)    Most runs scored.

e)    Coin toss.

 f)     This tie breaker will be used for 1st Place, then 2nd Place, etc.

16.        Ten (10) minutes prior to game time, there will be a coin toss to determine the home team. Line-up sheets are due at this time.  Teams listed first on the Master Schedule, or on the top of the bracket occupy the third base dugout.  Teams playing back-to-back games may remain in their current dugout.

17.        Home team will provide a scorekeeper.

18.        Scheduled game times for single elimination games will be available on the Tournament website on Saturday evening, June 5th.  The website address is www.tustinsoftball.com, please click on the All Star Romp link and download the latest elimination bracket.

19.        All equipment (bats, helmets and catcher’s gear) will be checked by the umpire prior to the start of the game.  Chinstraps will be required on all batting helmets, and shall be used while on the field.  All batting helmets shall be equipped with a securely fastened NOCSAE approved face mask/guard.

20.            Only one on-deck batter is allowed on the field at any time.  While their team is on offense, any player exiting the dugout onto the field must wear a helmet.

21.            Dugout openings must be kept clear of bats, balls, buckets, players, etc. while that team is on offense.
